Overview of Construction

New construction projects, as well as expansion and modification projects, are constantly occurring in the petroleum (downstream, midstream, upstream) and chemical processing industries. Refineries, chemical plants, oil rigs, and pipelines are being built and/or modified around the world to help operators produce, process, and transport oil and gas. Proper quality assurance (QA) and quality control (QC) are essential for ensuring the short and long-term safety and reliability of newly constructed structures and equipment.

    While the supply of expensive, easy-to-refine light sweet crude peaking in the US, Colombia is finding newer sources of crude which are of lower API, heavy crudes (API less than 20o). Reficar, Refinería de Cartagena S.A. has recognized this growing trend of heavy oil needed to be refined, and is set to finish upgrades later this year to accommodate this demand. Reficar`s expansion is estimated to cost $6.4 billion (U.S.) and will increase the refining capacity of Colombia by about 85,000–90,000 barrels per-day. Thus adding incredible value to Colombia`s hydrocarbon resources and supporting the country by eliminating dependability on fuels imports.     In June of 1995, the American Society of Mechanical Engineers Council on Codes and Standards approved the formation of a new main committee, the Post Construction Committee (PCC). The action culminated the activities of a Task Group on Post Construction. The Task Group studied the need for post-construction standards for pressurized equipment constructed per ASME Codes and Standards.
