API RP 75, Safety and Environmental Management System for Offshore Operations and Assets, is a recommended practice published by the American Petroleum Institute (API) that provides guidance on establishing, implementing, and maintaining safety and environmental management systems (SEMS) for oil, gas, and sulphur operations and facilities located on the outer continental shelf. These guidelines are applicable to companies engaged in offshore operations, from lease evaluation through decommissioning. This RP was was originally published in 1998, and the most recent 4th Edition was released in December of 2019.
API RP 75 discusses how to identify and manage potential safety and environmental hazards during offshore facility design, construction, startup, operation, inspection, and maintenance. It is not intended to be prescriptive or limiting on the expectations of each SEMS element; rather, it allows flexibility appropriate to the size, scope, and risk of a company's assets and operations. It is advised that users of this document review and comply with applicable regulatory requirements, and conform with other applicable industry codes and standards.
The U.S. Bureau of Safety and Environmental Enforcement's (BSEE) Safety and Environmental Management Systems (SEMS) regulation is modeled after and incorporates elements of API RP 75.
