PHMSA Releases New Advisory Bulletin Addressing Underground Gas Storage

The U.S. Pipeline and Hazardous Materials Safety Administration (PHMSA) issued a new Advisory Bulletin this week to remind all owners and operators of underground gas storage facilities to consider the overall integrity of the facilities to ensure the safety of the public and operating personnel and to protect the environment. In particular, operators are reminded to review their operations to:

  • Identify the potential of facility leaks and failures caused by corrosion, chemical damage, mechanical damage, or other material deficiencies in piping, tubing, casing, valves, and associated facilities,
  • Review the location and operations of shut-off and isolation systems, and
  • Review and update emergency plans as necessary.

The bulletin is titled Pipeline Safety: Safe Operations of Underground Storage Facilities for Natural Gas and is the most recent issued by the PHMSA, who uses advisory bulletins to notify affected pipeline operators and Federal and state pipeline safety personel of matters that have the potential of becoming safety or environmental risks.
