Introduction
Some years ago, I was involved in a project to review a large processing facility’s risk-based inspection (RBI) program and provide a gap assessment. The RBI program had been in place for five or so years and was designed for compliance to API RP 580 Risk-Based Inspection, 3rd Edition. The site was using a software tool based on API RP 581 Risk-Based Inspection Methodology, 3rd Edition. I’ve summarized some recommendations for improvement to the program that came about during the review process. I hope you find the information helpful. These are only a few examples and not meant to be all-inclusive.
The RBI Team
First, I have included some role definitions that may be of assistance, which you may or may not agree with or like before adding some of your own modifications. Of course, the objective in all of this is to be in compliance with API RP 580 and do an effective job of managing risk. As such, you should always comply with your company’s internal standards, policies and procedures, and comply with jurisdictional regulations, as applicable. It is also usually better to learn from the mistakes of others rather than from personal experience.
Again, these role definitions are just a few examples of what to look for in RBI team members. There may be more team members according to your policies (e.g., unit or plant reliability specialists). You may already have these RBI team members defined so feel free to use as you deem applicable.
